In addition to engineering, Chen and Associates also provides planning services. Chen and Associates provides planning support such as recommendations for development, interpretation of the land code, and research towards how to best move forward with the shaping of future development.

Other planning work performed by Chen and Associates includes green space planning for the Town of Hypoluxo, which has incorporated pedestrian friendliness and sustainability into the design. For the City of Miami Beach, Chen and Associates has implemented an intermodal streetscape design for the Right-of-Way Improvement project for the City Center and South Pointe neighborhoods.
